Power to CPU fan only?

Hi, I have a HP Pavilion Slimline 3174UK that has power to the CPU fan only. The PC does not get to BIOS or spin up the HDD. It's acting as if in standby. I am unable to determine if this is motherboard or power supply failure. The power supply is regarded as end of life by HP spares and they carry no stock; a third party replacement is expensive. I don't want to go ahead and buy one only to discover the motherboard is toast. Any general advice please.
