Tried to reset computer, power outage happened, now my computer won't even go past start screen

Hi!

  RecentlyI was restoring my computer back to factory default when a power outage shut down the computer. When i turned the computer back on it go farther then the HP logo before shutting off and restarting over again.  None of the advanced diagnosis will start up or help correctly and whenever I try to reset the computer the reset won't pass 1%. Someone please help.

Hopefully you created the Recovery media.
