Resolve Windows 10 related issues for your HP computers or printers by HP Windows 10 Support Center
A bad driver update may be cause. Many times a graphics driver can be the problem.
Try boot to safe mode. Here is Microsoft Support steps to do this.
Then go to Control Panel, Device Manager and open Display Adapters. Uninstall the graphics adapter and reboot PC.
Make sure check completely remove driver from PC if prompted.
Maybe this will give you standard windows graphics driver and you can login to windows.
