I understand that you are getting a green screen when viewing videos after updating to Windows 8.1. I am providing you with some steps I would like you to follow below:
Step 1. Right click the Desktop
Step 2. Click on Graphic Options
Step 3. Click on Profiles
Step 4. Click on Video Profiles
Step 5. Select Default Profile

Updated Skype on an HP laptop windows 7 Premium, had green screen video and audio was good. Went into skype call drop down, video drop down and clicked on Video Settings. there is an HP settings button. enabled that and viola,,, good normal video again.
