fastboot usb not working after windows 8.1 upgrade - please help

Ok, I have a HP Pavilion p7-1414 Desktop PC and after upgrading to Windows 8.1, I cannot use Android "fastboot" commands. ADB still works however. I have tried different USB ports but every time I get messages about Windows not connecting properly, enumeration failure, etc.  I also have the latest version oh HTC Sync installed, by the way.


Does anyone have a fix for this? I really don't want to go backwards (downgrade to Win 8) or use a virtual machine. I want to get my Win 8.1 installation working. Thanks so much for your advise.
