Microsoft Windows 10 (64-bit)

my sister owns this computer

we are having a problem when we start the computer  the screen constantly refreshes 

i tried tapping f8 it would not let me into safe mode

but it let me into a part of the system it look for a problem found nothing

i tried a restore point

it was succesful but it did not fix the refreshing issue any suggestions

Please explain what "refreshing" means.

Is your monitor flickering, several times per second?

Or, restarting Windows about once per minute?

If so, have you borrowed a monitor from a friend, and tried your computer with their monitor?

Error messages?

 

 Can you use your smart-phone to record a short video, and post it to YouTube, so that we can see what you are seeing?
