old Media Center 864n does not boot

Hi I've replaced the power supply on the 864n because it died and now the system won't power up.  When I press the power button, it just turns off right away.  If I hold down the power button, the blue LED just flashes.  Is this a mobo issue?

An LED or beep code usually means a basic function was unable to start.  Refer to the following for troubleshooting steps.
