shortkey / keyboard shortcuts - how do I disable?

I am going in circles trying to DISABLE this feature or what ever it is called.  I am getting frustrated.  I use sites where repeated use of the space bar, up, down, right and left arrows is required, and the shortkey / keyboard shortcuts manager comes up asking if I am using shortkeys EVERY TIME IT DOES it kills my pages hindering my work.  Please, tell me how to disable this permanently so that I can eliminate these interruptions.  The mini window that pops up is like a ghost image, and I cannot click on the yes/no options most of the time.  The few times I have selected no, it has still killed my pages.  Thanks.

In help and support, type in the following to review features:   shortkey

Start, Control Panel, Ease of Acess, "Make the keyboard easier to use", there you will find "Set up Sticky Keys".
