struggling to access some sub files on USB storage device on other PC's

Pavilion F7R53EA#ABU
Microsoft Windows 10 (64-bit)

Hello we were using a windows 7 Pro HP laptop and an external 500GB USB hard drive to store our data as the PC was becoming tempremental and eventually failed.

We moved to a new windows 8.1 HP laptop and upgraded to windows 10. We can access most files on the drive but some files and or thier sufolders say access denied you do not have permission to access this folder and the options to access seem to send you round in circles.

Is there a way to remove all the security restrictions on the files on the hard drive so the files can be accessed from any PC. We have tried in on another windows 10 laptop and get teh same result we can open some files but not all.

the log in is set as the administrator

I hope somebody can help

Thank you
