It means that it's okay to use text or graphics as a signature, as long as it's "acceptable." (ie: meaning no explicit images, profanity, etc)

I went ahead with my signature...The image height is very limited (around 49/50 pixels high) and size should probably be around 500 pixels as to not stretch the layout.
