HP Reverb G2 Right Controller won't stay turned on

Microsoft Windows 10 (64-bit)

The right controller on my HP Reverb G2 will not stay turned on. The left controller turns on with no issue, but the right controller's lights flash, the controller vibrates, and then the lights turn off. The setup window says it is connected for a second, and then it is disconnected. I have swapped batteries between controllers, tried putting a different pair of batteries in, and  tried stretching out the contact coils inside, but nothing is letting the controller turn on.

It does sound like it's not getting enough power - exactly like flat batteries (which you've tried). Hopefully you've been able to call Support and get a replacement controller, if they aren't able to solve the issue.
