Your machine is an HP Gaming Pavilion - 15-cx0056wm, its specs
https://support.hp.com/au-en/document/c06171851
1. RAM: it has 8 GB DDR4-2666 SDRAM (1 x 8 GB) now you can upgrade to
(a) 16GB: add 8GB more to slot 2 using
https://www.crucial.com/memory/ddr4/ct8g4sfs8266/ct14876260
(b) 32GB (max): install 16GB each on both slots
https://www.crucial.com/memory/ddr4/bls2k16g4s26bfsd/ct14876265
2. CPU: No you can't upgrade. CPU is soldered down to its system board. You have to buy new system board. In your case, you also have to pay for new video card, new Windows license.
Regards.
