I need help. I bought a GTX 1050ti and for some reason, I only get 40-70 fps, on LOW! After watching a bunch of YouTube videos on it, I thought I'd get over 80 in low settings.... Am I experiencing really bad bottlenecking or something?

This is a great location to get assistance! I read your post and see that you are getting only 40-70 fps after installing GTX 1050ti graphics card. I would like to help you resolve this issue.
- Please update the graphics and chipset driver from the HP site.
- Update the BIOS.
- Click here and follow the document to know how to update the drivers.

Go to Maxon and download free Cinebench. Run GPU (OpenGL) and CPU tests. This will tell you if you have a GPU or CPU bottleneck.
You can also check to see how well your PC will run many games at Can You Run It.
You have to download and run a small detection program. Then you can check many games to see if your PC meets minimum and recommended specs.
