When I boot up the PC I am getting 3 long beeps and 2 short beeps and the monitor will not come on.   I have purchased and installed new RAM and higher performing Graphics Card (Radeon RX 590) but nothing seems to get it to work. Any ideas what I am missing?

Welcome to the forum.

I am not a HP employee.

 

A 3:2 BIOS error code relates to a memory problem (Link). 

 

Installing both new components at the same time muddies the water when you have to troubleshoot a bad POST (Power On Self Test).

 

I would pull both new components; go back to factory specs. Check for a successful POST.

 

You have some prep work when you install a new graphics card.

 

Only install the new graphics card after doing the following stuff:

 

Uninstall the current graphics drivers and enter the BIOS to disable Secure boot and enable Legacy support (Link).

 

Now install the new graphics card. Then install the correct graphics drivers for the new card.

 

Try the new memory again after getting the new graphics card working correctly. No POST means the memory is probably incompatible.
