Basically I had completely reset my pc because of performance issues I could not fix , now on the start up menu it says "Your account has been disabled. Please see your system administrator" , when I boot in safe made I get a long error saying "Location is not available 

 

C:\WINDOWS\system33\config\systemprofile\Desktop is unavailable "

 

In safe mode I cannot perform any actions either , I tried making a new user and deleting the pre made one and I wasn't able to do anything without errors popping up

Welcome to the HP Forum.

 

 I can't say for sure but it sounds like you may have a Device Encryption problem. OEMs have been shipping W10 and W11 Home versions with this option enabled.

 

Device Encryption is similar to BitLocker. Essentially you are locked out of Windows unless you have the BitLocker recovery key.

 

Do you get a prompt for a recovery key?

 

You will lose all data on the system drive if you go back to the HP factory image or do a clean W10 install. I hope you routinely backup data.

 

You could try a HP (OS image) Cloud Recovery, details are at this Link.

 

Turn off Device Encryption in Control Panel if the Cloud Recovery goes well.

Heya I had bought a new hard drive as I thought it would be the solution to the problem , though the exact same thing is happening , tried downloading and installing windows from cloud but it said ""Unable to download. Please try Reset this PC using the local reinstall option."

 

So I did the local reinstall , finally got to the PC set up screens after a few hours fussing around with black screens / no signal .

 

As soon as I get to the "Create A Pin" ,step . It lags and crashes , which goes back to my original problem

I can't say what is going on.

 

You should be able to create a 32 GB or higher capacity USB Cloud Recovery flash drive on a different PC.

 

Connect this drive to your PC with only the new SSD connected to the PC. Remove the existing system drive which seems to be the problem.

 

Boot to the USB drive. Install the HP factory OS image on the new SSD. Disable Device Encryption after a successful factory OS reinstall if it is enabled.

 

Or try a clean W10 install. Create W10 installation media using this Microsoft Site.
