Welcome to the HP Forum.
Is your PC using Windows? Is so, safe mode is a Windows function.
Either method described below will get you to the Windows Recovery Environment (WinRE). You can get to safe mode from the WinRE.
Safe Mode Options Using The WinRE
From the WinRE select: Troubleshoot, then Advanced Options, then Startup Settings. Then select Restart. Safe mode options will now be available.
WinRE Using Windows
Do a PC restart using "Start" in the Task bar while holding down the "Shift" key to get to the WinRE if your PC can load Windows.
Then use the WinRE (per above) to get to safe mode.
WinRE When Windows Will Not Load
Getting to the WinRE if your PC cannot load Windows requires starting the PC about three times.
Start the PC using the power button. Shut the PC down using the power button when the PC begins to POST but before Windows attempts to load.
Do this three times. Then use WinRE (per above) to get to safe mode.
