Sounds like power supply (maybe battery) problem, or MB short, or a component short or problem.
Very tough to diagnose a Laptop problem in a Forum. Just about everything is integrated in the MB except for CPU, memory, storage devices, possible discrete graphics, or a possible WFI adapter.
Disconnect any unnecessary peripherals. Depress the Power button for about 20 seconds when the PC is off and disconnected from AC power. Try to start the PC again.
Try to start the PC without AC power.
Remove the battery. Try to start the PC with only AC power.
Contact HP Support if in warranty. Or have a local PC Tech take a look.
