Good afternoon, I recently bought an HP omen 40L rtx 3060 + Ryzen 5 5600G. The main problem is that games use the CPU and not the GPU. It is the processor that is loaded and the video card is idle, which is why FPS DROP occurs.
Nothing happens when I set priority to the video card.
It seems to me that this is due to the built-in graphics of the radeon vega 7, but it is not possible to disable it, has anyone encountered such a problem? Please help

Makes sure the monitor is connected to the add in card (NVIdia) and not the motherboard HDMI connector which is the integrated graphics. I have been there and done that.
Otherwise look in the game for hardware graphics. Even in a game like Plants-vs-Zombies there is an option to use hardware graphics without which the display lags.

Hello,
As its HP prebuild there is no DHMI and DP ports in motherboard. So I connected monitor via DP into GPU 100% I also tried via HDMI - same problem. I tried to solve this problem in different ways - nothing helps. League of Legends - FPS ~ 90. CS2 - FPS ~ 100. WOW - FPS ~ 50 with drops. EVery time I thee that CPU usage always 80+% while GPU ~20-30%

I looked up your serial number and got a parts list here
The motherboard was not properly identified but from looking around I discovered that the motherboard has no integrated graphics even though the CPU is capable of it.
I suspect the game is not designed to take advantage of the RTX-3060 card. NVidia uses CUDA and OpenCL. AMD uses OpenCL and ROCm. The recommended video boards for performance are

I do not see NVidia listed.
Some games that I have bought in the past were bundled with a video card and it the video card as AMD then the game did not work good on an NVidia. Same vice-versa.
Verify your display graphics is accelerated
