Greetings,

Welcome to the forum.

I am not an HP employee.

According to HP specs for your PC you have an i7-8700 and a GTX 1060, 3 GB graphics card.

The temps you are seeing are within operating specifications, but are approaching the high end of the specs.

Intel CPUs throttle around 100 C. The 1060 is okay until you hit or exceed 90 C.

Run  (free)3DMark Basic Edition Time Spy or Fire Strike stess test to check the GPU for stability, FPS, and then check the temps.

Run (free) IXTU to check CPU stability and temps to see if the processor is throttling.

Regards

Yes. For the way HP built these cases, and the stock coolers on the components, this is normal. As long as they dont get any higher, youre fine.
