Can I upgrade my power supply

I want to upgrade my gpu to a 3060ti but it needs a 600W power supply and my computer only has a 400W can I get a 700W power supply to upgrade it

@Justagamer-24 , welcome to the Community.

The motherboard in your computer is HP proprietary. It has a 4-pin power connector instead of a standard 24-pin ATX power connector. You will have to buy any PSU upgrade from HP.  HP has a 500W PSU (L05757-800) that is compatible with your motherboard, but there are no higher power PSU's available.  This PSU would give you a bit more power and a few more choices of video cards; not the 3060 Ti, however.

Here is a Chart that will show you where I got the information.  Your model is not listed, but all of the Erica motherboards have the same connectors.

Could I theoretically swap the motherboard for a normal one and swap the case and power supple but keep the drives, GPU, CPU, RAM, and cooler it would be exactly the same just with a different bios?

Here is a HP Knowledge Base article that will explain what to consider when changing your motherboard using a HP case/chassis.  The article discusses what to consider when moving your HP motherboard to a new gaming case, but the same considerations are relevant with changing the motherboard using your HP case; especially the hole configuration of the motherboard matching the stand-offs in the HP case.

Gotcha!!  You would have to make certain that the motherboard matches your components.  If they do you can definitely use them in a new case and motherboard.

Just to be very clear!!  The new motherboard will have to support your "AMD Ryzen™ 5 3500 (3.4 GHz base clock, up to 4.1 GHz max boost clock, 16 MB L3 cache, 6 cores)" and "8 GB DDR4-2666 SDRAM (1 x 8 GB)" of memory.  As well as, be compatible with the new case/chassis.
