Operating System: Microsoft Windows 10 (64-bit)

Here is my pc https://www.bestbuy.com/site/hp-omen-gaming-intel-core-i7-9700-16gb-memory-nvidia-geforce-gtx-1660-t... the motherboard is called "HP 84FD" Could this motherboard hold a 2080 ti or any of the 2000 series?

Your first consideration is card length.  The motherboard is 9.4"  How long is your existing GTX 1660Ti.  (Manufacturers make them different). How much more room do you have.  The GTX 2080Ti can be over 10".

Secondly, the GTX 1660Ti is a nominal 120W card.  The GTX 2080TI is 250W.  A new PSU, rated at 650W min is required. IMHO, these 2 are better choices in the 700-750W range.  Their efficiency will be greater.

Thermaltake has a 700W.  CoolerMaster semi-modular 750W
