DIMM slot 2 seems to not work or is turned off.  It was working with 2 ram sticks before I stopped using it and took cpu out to clean the thermal paste of and put new paste on and a new cooler on. (all pins on the motherboard are fine) I tried going into the bios to see if it was turned off but hp bios is pretty bad when it comes to checking stuff like that (maybe I missed something?) both ram sticks are working tried them both in the 1st DIMM slot. Ram is a 16gb Corsair Vengeance (yes I know the speed is way higher than the motherboard but it was some ram I had laying around) (I have tried cmos reset)

Did you test with ONLY slot 2 ? If failed, the slot itself could be damaged during you " took cpu out to clean the thermal paste of and put new paste on and a new cooler on"

The MoBo only has 2 slots so if you are asking if I tried the ram in Slot 2 I did and the pc didn't start. I don't see how it could have been damaged when I took the CPU out because the pins are still intact unless the MoBO is set up to kamikaze when you remove the CPU. I think it must be something with the BIOS because on some start-ups it says 90b (fan issue) even though they are operating, and I have run diagnostics to make sure.
