This is the only HP site I am aware of that list BIOS error codes.

I don't see a solitary three beep or blink error code. Look at the error codes again. An initial three blink or beep cadence is usually some type of hardware error such as the graphics card, the CPU, or RAM.
You could reseat the memory modules and the discrete graphics card to check this. Or contact HP Support for factory service at this link:
