So I started figuring out that my rx 580 4gb is under performing bellow an rx 570 and when I go to to see the stats of my rx 580 the power draw in the watt man maxed out to 110w when its supposed 150w. So i'm not quite sure why is that the case, its not the 2400g since when i look at perf figures it performs better at 1080p than my rx 580, so my next guess if it isnt the gpu not drawing enough power than it would have to be the ram but im not quite sure.

Hello @MissionFailed

A typical AMD RX 580 card would use up to 185w itself and require a 500w PSU. But the ones that are installed in that Pavilion series are specifically manufactured for HP specs. Since your micro-ATX type of system only utilizes up to a proprietary 400w uATX power supply, the graphics cards are clock down in order to run on the lesser power.  There is nothing I know of to change this.

I know that the PSU is rather weak but what i find odd is that they say the GPU should draw 150w of power but it draws 40w less than it should with a mem clock of 1950mhz and  a gpu clock of arounf 1266mhz though i need to look up the default Gpu clock of an rx 580 it should be too much higher than that right? EDIT:  The GPU is an rx 580 4gb which you can find online also its kind of like an rx 570 but a bit more powerful with the same memory but absorbs 150w here is a link to one https://www.amazon.com/AMD-Radeon-GDDR5-Video-Graphics/dp/B07CV2TD4W granted it is an oem one that was resold but here is another example of one https://www.amazon.com/Sapphire-11265-07-20G-Radeon-Backplate-Graphics/dp/B06ZZGXTTK/ref=sr_1_8?keyw...
