hp compaq pro 6400
Microsoft Windows 10 (64-bit)

When the computer is properly shut down, then the green power light on the front starts flashing green 4 times over and over.

it is not in sleep or hibernate as the keyboard and mouse are off.

when the power button is pushed it starts up again, no problems...but as soon as it shuts down the blinking starts up again.

Does this mean it has a problem?  and if so, what?

Hi,

 

I had a HP PC that did this.

 

I could not find a BIOS setting to change this behavior.

can you confirm
if search the model for any practice results, it returns to this

HP Compaq nc6400 Notebook PC

Green: A battery is close to full charge capacity.
Blinking amber: A battery that is the only available power
source has reached a low-battery condition. When the
battery reaches a critical low-battery condition, the battery
light begins blinking rapidly.
Off: If the computer is plugged into an external power
source, the light is turned off when all batteries in the
computer are fully charged. If the computer is not plugged
into an external power source, the light stays off until the
battery reaches a low-battery condition.

I can't say that so well, but if you have a battery and can remove it, test!
