I have this weird issue with this monitor ever since i bought it sometimes when i would go and turn the panel off i would get a shock and the panel would shut off and turn back on. Today i was sitting at my desk and i heard this buzzing noise. I thought it might of been the cooling pad for my laptop. i check the power brick for the Hp omen and i found the buzzing sound i unplugged it and plugged it back in and it stopped. Any thoughts on this in terms of is it safe ? Could there be a ground issue inside the panel itself or is the power brick causing the issue and should be replaced ? 

 

I should also mention its very cold were i am and very dry plus im on a carpet so

Note i dont think it was in all the way because now i tried to test by touching the screen and it seens to not flicker off and on
