In my opinion, a Ryzen 5 3500 pairs just fine with an RTX 4060, as seen with this HP Pavilion Gaming Desktop TG01-0xxx User:

According to HP's specs, your HP Pavilion Gaming - TG01-0023w (6YR56AA) is fitted with a 400-watt power supply (please verify), which is sufficient to power a smaller-sized (dual fan) RTX 4060 powered by a single 8-pin PCIe power cable, such as this model: https://www.techpowerup.com/gpu-specs/asus-dual-rtx-4060-oc.b11146.
Nevertheless, you may want to keep the Ryzen 7 3700X processor upgrade in mind for a future upgrade.
