I need to know how many watts it draws without the gpu in it, i want to know if i can upgrade to the gtx 1660 super or not.

@SuperDA , welcome to the forum.

 

HP has their motherboards and other components, such as, the video cards, made to their specifications.  This allows them to use them with a lower wattage power supply unit (PSU).  The GTX 1060 3 GB is not necessarily the same as a retail card.

 

Here are the specifications of the GTX 1060 Super as provided by nVidia.  Look at the tab titled "SPECS".  As you will see, according to nVidia the card requires 450W with an 8-pin power connector.  This means that you will have to upgrade your PSU to run it.
