Operating System: Microsoft Windows 11

What do you do when the problem has been going on for 11 weeks and is not resolved? Who can you contact when it has reached the escalation level and I have been waiting for a week and still have not talked to them. The phone number I was given hangs up rather than going to voicemail. Emails do not get a response.
