I have the omen obeslik the one with the i7 9700 and 1660 ti and I was wondering If I remove the bracket on the top of the case if I can fit 2 120mm case fans up there.

What is the Product Number of the computer? I need this information to review the specifications of it. Please don't furnish the Serial # or other personal information. You can find the Product Number at the bottom of the page when you open HP Support Assistant.

no this isn’t what I was looking for sorry i was figuring out if i can fit two fans on the top of the case.

I may not understand what you want to do ..
But if you change the airflow of the case, you will get the opposite effect.
Here you have a rear exhaust fan
a fan at the level of the supply also in extraction
and those of the graphics card and processor
If you add two fans on top, the air flow will be disturbed and the computer will not be properly ventilated.

Here is a video that will help you determine how to setup the fans as @Prométhée describes:

 

 

The best way to know if two 120mm fans will fit is measure the space: 120mm = 4.724".  Of course, you will need the holes to attach the fans and USB 2.0 headers to connect the fans.  There are USB 2.0 header adapters available: https://www.dhgate.com/product/9pin-usb-header-male-1-to-2-4-female-extension/397320295.html?utm_sou...

 

The one in my link is just one example.  I used one similar to the one in my link in my custom build.  My mobo only had two USB 2.0 headers.  I used the adapter to make three out of two which is all that I needed.
