My PC has a temperature problems
It's insane for some reason if am playing a game like high end game, my CPU fans just go insanely loud and the temps reach 90 degrees sometimes, there has to be something wrong in the cooling going on, I've thought of sending it back for them to see it but I know **bleep** well they'll just charge me for this problem

Welcome to the HP Forum.
HP is showing your MB, at this Link, with 65 watt TDP CPU upgrade options. But HP lists this MB as a Z390 MB which supports Intel "K" CPUs which have a TDP of 95 watts and can draw up to 119 watts under a heavy load.
Non "K" Intel CPUs would not run this hot unless you have a CPU cooler problem.
HP do not list all components installed in your MB so I'm guessing you have a CPU air cooler if you have a non "K" CPU.
You could redo the CPU air cooler thermal paste or replace the stock air cooler with a retail CPU air cooler.
I would use a local PC Tech if your PC is out of warranty.
