HP Pavilion Gaming Desktop

I am having a problem with my computer, it used to be a HP Pavilion Gaming Desktop then I upgraded the computer. I recently reset the computer and after i did my M.2 that came with the Pavilion wouldn't allow me admin privileges. I was wondering if this is because the M.2 that came with the Pavilion was OEM locked. Is that true?

No, HP does not lock drive(s). You may change something on the progress. Where is the M.2 that came with your machine now ?

It's currently in my pc. I had recently reset my computer and the m.2 was never formatted or reset before so after i had reset it for the first time it started causing problems. After the fresh new windows install on the m.2, it would not allow me to download or delete any files and pop-up the error message saying I do not have the permissions to delete. Which is odd because I am the only user on the pc. So, I check the properties of the drive and sure enough its says that the owner was a trusted installer. It would not let me change the installer or add another person to have full control. So, I took windows off of the M.2 and put it on my SSD and it worked fine. Then I downloaded an application on the m.2, and it was working fine, i could delete it and everything. But then i reinstall windows back to the m.2 and the same error occurred.

So, I've followed these steps and it didn't fix it. I've even purchased a new m.2 thinking it was the old m.2 and it's still doing it. I also thought maybe it's the iso I was using was bad or something and nope and even tried installing windows 11 and still lost. I've came up with every possible solution and have no idea what to do next.
