Remove the power plug from your PC.
What you have desribed is that the Liquid Cooling system is leaking.
For your own safety do not use it until the leak has been found and repaired..
You would be far better served if you took your issue to the Dell Community website, your PC is a Dell, not an HP product. HP is not responsible for any dangers the desktop could pose to you, but Dell is.
