Specifications for your PC are a little fuzzy.
RAM, this link https://support.hp.com/us-en/document/c07093984 states the MB supports 4 GB and 8 GB memory modules. You have two DIMM sockets. So 8 GB times two DIMM sockets equals 16 GB of memory. The site also states your MB supports up to 32 GB of memory??
You can add more RAM. The PC shipped with one 8 GB memory module. Check Crucial Memory https://www.crucial.com/products/memory?cm_re=homepage-_-main-body-_-us-buy-memory-button for memory upgrade options.
The graphics card upgrade is somewhat problematic. Your PC ships with a GTX1650 Super. This card has a 100 watt TDP. I am guessing your PC shipped with a 300 watt or 400 watt power supply.
This site https://support.hp.com/us-en/document/c07764083 has an error 123 for power supply type. So, the power supply specs are unknown.
The maximum power supply upgrade for your PC is 500 watts (HP part number L05757-800). This part is discontinued. You would have to check Amazon or eBay. You can't use a retail power supply with your MB. The 500 watt PSU upgrade limits the graphics card upgrade.
You should be able to install a dual slot graphics card around 9.5 inches to 10 inches in length. Measure to verify.
