This black wire is loose and I cannot see where it should be, or if it just hangs loose?

Welcome to the forum.
I am not a HP employee.
The loose wire is probably the WIFI/Bluetooth antenna.
The WIFI M.2 card is located near the light blue SATA port.
This wire should be connected to the WIFI card.

Sorry, I don't know exactly where you connect the cable.
I really can't see where the connection is using the provided image.
