They used to have the command center that allowed me to adjust the speeds of my memory & cpu and the new software doesnt have it. My memory is at 1333mhz when it should be 2666mhz any ideas as they have the bios locked.

I don't know which program you were running. Windows 11 won't remove programs which ran on Windows 10 on your machine Unless you UNTICKed the box "Keep User files and programs"  when upgrade. What is it ?

 

It uses dual channels that means 2 channels; each channel = 1333MHz therefore 2 channels should be 1333 x 2 = 2666MHz.

The program was called Command Center previously and at some point it changed to Omen Gaming Hub which doesnt allow you to clock things as they should. I believe that i turned the settings down when i wasnt gaming and now i cant find the command center to ramp back up. It was awhile ago.  Usually in the past on my old machine i set to set in bios the speed of my memory and now its at 1333 when on my other machine the same stick says its 2666.
