My PC is unable to get past 30 frames per second in any game, I am have been able to and have reinstalled the games, checked my refresh rate and restarted my pc multiple times each.

Welcome to the HP Forum. 

 

Recently interacted with a Forum member having a similar problem. Gameplay on this user's PC was capped at 60 FPS.

 

An Nvidia graphics card was being used by the Forum member.

 

The problem was resolved after the Forum member changed a setting in Nvidia Control Panel.

 

I don't know what setting the Forum member changed. This was not discussed in the Forum thread.

 

I have used many Nvidia graphics cards over the years. Never had this problem and was surprised Nvidia would arbitrarily cap FPS.
