Greetings @Jnet4

I'm 72 years young.

I don't believe an iPad would be able to: diagnose or fix your PC's problem.

Your HP Pavilion shipped from HP using Windows Vista. Microsoft released Windows Vista in 2007. It may be time to buy a new PC.

What version of Windows are you currently using?

Your PC's startup screen image usually means there may be a hardware problem or Windows is corrupted.

I can't verify the following troubleshooting procedure will work since you PC is circa 2007.

Check your PC's hardware, if this is possible, by using HP Diagnostics as follows:

Start the PC. Repeatedly tap the "ESC" key.

Select "F2". Run extensive system and component tests to confirm: a drive problem, a memory problem, or other component problem.

Let the Forum know if your PC can run HP's hardware tests at startup.

Widows corruption is probably indicated if all HP Hardware Diagnostics tests pass.

Fixing a severely corrupted Windows installation is mostly hit and miss. Trying to fix Windows can be a fairly complex procedure.

You may have to back up data. Then reinstall Windows.

Unfortunately, backing up data when you cannot start Windows is also a fairly complex procedure.

I'm very sorry. You may be in a bad situation if you cannot log in to Windows

Maybe a local PC tech can assist.

Regards
