HP Omen 40L brand new PC will not boot. I have tried unplugging and everything else and it is still not turning on.

Welcome to the HP Forum.

 

I usually suggest immediately returning a brand new PC for an exchange/refund if it does not work properly when doing the out of box experience.

 

A brand new PC should show signs of life (fans spinning, startup sounds, and RGB activity at initial power on) and you should get video output if the monitor is okay and everything is connected correctly.

 

I would guess the PC has a major component problem if it shows no sign of life and you are correctly connecting peripherals to the PC and the PC is receiving stable/clean AC power.
