Greetings @RonaldMarandi

Welcome to the HP Forum. Sawadee Khap (Hello)!

Is the PC brand new?

Well, I don't generally work on Laptops.

But it sounds like your PC may have received a faulty BIOS update.

Can you detect a blinking cadence?

Check this table for a match:

You could try recovering the new PC's BIOS if this your choice. But it might be easier to do a refund/exchange if the PC is brand new.

You can attempt a BIOS recovery by reviewing all BIOS recovery options at this HP Site.

Regards
