Greetings @Antoklem

Welcome to the HP Forum.

The PC may have a hardware issue if the PC is power cycling and you cannot log in to Windows.

You're kind of limited to testing only the: RAM, the CPU, and maybe a M.2 WIFI card, based upon the configuration, if you have a Victus Laptop.

Only connect a mouse, keyboard, and monitor. You could then also only connect a monitor to check for a good POST.

Next, reduce the PC to a minimum config using only core components required to get a good POST:

- Power supply

- MB and CPU

- RAM, try each stick of HP factory installed RAM, one at a time, in each memory slot.

- Try onboard graphics if the CPU and MB I/O support this option.

- Try no RAM to check for a POST error code.

Note: Seeing or hearing no POST error message when no RAM is installed in the MB would tend to indicate a: PSU, MB, or CPU problem.

The next troubleshooting steps are best left to HP Support or a local PC Tech.

Next, swap in different, known good. core components, one at a time, until the system will POST.

Contact HP Support if your PC is in warranty. Or have a local PC Tech take a look.

Regards
