I’m really confused what you are saying or asking.

HP Recommended

If you’re asking what I switched to it was an RTX 3060

Sorry, what graphics card did you buy, the exact model?
and exactly the same error code with the new, one ?

Internal PSU 500 W

ex:

https://fr.msi.com/Graphics-Card/GeForce-RTX-3060-GAMING-X-12G/Specification

550 W

8-pin x1 / 6-pin x1

depending on the manufacturer's recommendations, the power supply may be insufficient

The new GPU is PNY - NVIDIA GeForce RTX 3060 12GB XLR8 Gaming REVEL EPIC-X RGB Single Fan Graphics Card

I forgot to mention I have upgraded the power supply to a CX750

And yes exact error code still no boot

sorry, that doesn't look good
I have the document that you probably read also, and it does refer to the graphics card, unless the error code is not clear?

as you can't try with the integrated graphic, we can't check
If you have connected the card well, that the power required is correct, that all the connectors are in place, either the second card is damaged, or you have a problem with the motherboard.
it would be necessary to test the new graphics card, but I assume that there will be no problem..
Unfortunately, if you have already tried RAM, I don't have too many ideas!

So you’re saying I need to replace the motherboard?

HP Recommended

No, I can't assure you of that.
check if possible the operation of the new
And then see, if everything is correctly in place

if you are no longer under warranty, I advise you to go to a specialist, he could have solutions
