Operating System: Microsoft Windows 11

My PC has a high CPU idle temp 60-70, even when I set the turbo on fans. 

it might also something wrong on WIN11? 

is anyone experience the same issues?

That is normal and at a VERY GOOD range. You can see Omen machines specially notebooks, they can run over 90°C
