Just doing a follow up. Did the bios update change the settings in the bios features?
I have since discovered your bios should have the feature for the auto start features and the update should include it and look like what I originally posted.
If it does not, I would encourage you to contact HP Support directly with a warranty claim, if you haven't returned the PC yet.

I did process the return and will receive a new PC that does support bios Power On support. I did not upgrade the bios either due to your comment not to above suggesting this should not be done. This issue can now be closed - thank you for your help and support.
