I have a hp pavilion TG01-2019. The current specs are 1x16gb ram, 1tb ssd, r5 5600g, a RX 5500, and a 400w PSU. I don’t know if I can upgrade the GPU for either a rtx 2060, rtx 3050, rtx 1660s, rx 5600xt, or rx5600 considering the other components and specially the PSU

The 400 watt proprietary power supply and proprietary MB, and case dimensions limit graphics card upgrades.
It is also very difficult to upgrade the PSU. HP seems to be discontinuing both this part and the 500 watt PSU upgrade.
You might be able to find a 500 watt PSU compatible with your MB at eBay or Amazon. Please provide the factory 400 watt PSU part number to confirm your upgrade options.
So I checked the 2060 at Tech Powerup. This card suggests a minimum 450 watt PSU having one eight pin PCIe connector. You might be able to run the 2060, 160 watt TDP card, on a 400 watt PSU with no issues. Because your CPU is a 65 watt TDP part.
You can check the other cards in your post at this site or Google the cards for specs.
You also have to check card dimensions against the space in your case for a good fit.
