RTX 2070 reference card specs can be checked at this Site.

 

You would have to verify the Nvidia reference; nine inch-dual slot graphics card will fit in the case. 

 

Suggested power supply for this specific card is 450 watts. Your 400 watt PSU may be okay.

 

The Nvidia reference 2070 requires one eight pin power supply connection to the card. Your 400 watt PSU should have this connector.
