If your system uses AMD then you have the Higos motherboard.
HP Bios is very locked down and limited. The specs say it will only support...

I assume you only have air cooling right now. I don't think a 1600X will be accepted in Bios. The Bios is very specific as to what it will accept.
You can also upgrade the GPU to a GTX 1070 or higher. Make sure your PSU has the required 6 or 8 pin power connector available.
But you might run into a problem with the Corsair Cooler. Some have reported the mounting screw holes are not the same as a standard block mount will bolt to. I have the 100 series in my hand, but its Intel based. So I have no way of knowing if a standard waterblock will mount to your mobo. Bigger problem is that HP doesnt sell the coolers as a separate part either.
So I would recommend you upgrade to the Ryzen 1600 or 1700 65w and use the existing air cooler you have for the moment.
