So. I have a Ryzen 7 5700G (with Radeon Graphics)
16 GB of Ram at 3,200 MHZ
512 GB SSD
And a 2 TB HDD (external storage)
And a NVIDIA GeForce RTX 3060
my only issue is that I have a 400 Watt Power Supply, is this of concern?
AND If so, how would I upgrade it due to the computer apparently having weird connections. Or something like that.

the reference you give does not identify the model, it could be this one
the big question, are you still under warranty..?
If you are sold a computer, it must be functional, if it has a 400w power supply, it should be fine
You don't have to replace anything for it to work normally!
Unless, for example, it doesn't have enough RAM, but that's different
so it's up to you, you have the list of compatible psu here

The answer, in my opinion -not representing HP: YES, it is.
Based on my probably biased observations, HP tends to underpower rather than overpower many of their PCs, specifically gaming desktops.
Your HP Pavilion Gaming Desktop PC TG01-2000a (2Z6E2AV) is fitted with either the M41998-001 HP OEM NVIDIA GeForce RTX 3060 12GB or the M50070-001 HP OEM NVIDIA GeForce RTX 3060 12GB.
Granted, HP OEM graphics cards generally need less wattage, but your PC would have been better served with at least a 500 watt power supply given the general minimum power requirements for RTX 3060 graphics cards, which according to Nvidia happens to be 550 watt.
So, I would like to second @Prométhée's suggestion that you would indeed benefit from upgrading your PSU to the 500 watt L05757-800.

on this subject, I may not have been sufficiently clear and precise
If the computer is under warranty, I strongly advise to contact the reseller, or hp directly
If there is a power problem, as I said, the user does not have to modify anything, we buy a product, it must work
We're not going to change the motor of his fridge, because it's not cold enough
In addition, the proposal for the part here is just in case, because if you ever break something, during or after the replacement, then the warranty may be void!
