Opinions or troubleshooting suggestions in this response are provided independently. I am not employed by: HP, Inc. or the HP Forum.

 

Your PC needs a future HP BIOS update which includes an update to the TPM 2.0 manufacturing version.

 

You'll have to periodically check your PC's driver download site for a newer BIOS update or wait for HP to push a BIOS update via HP Support Assistant. Or maybe the BIOS update (firmware) will come from Windows Update.

 

Check this Forum Thread for additional HP users having the same problem.

 

HP is aware of this problem. Hopefully HP will quickly release the needed BIOS update for all affected AMD MBs to fix the problem.
