Hi,
So your PC has Windows running fine and then you have random black screens and loud fans. Is this correct? You see no error messages at the black screen and you get no error messages when you restart the PC.
Does Windows start correctly when you shut down the PC and restart the PC?
You have updated the BIOS, all other Windows drivers are up to date which includes the graphics card drivers.
I can only guess you have a hardware problem if all of the above is true. But run system file corruption tests, if you can when the system is stable (Link).
Remove the graphics card. Run Windows using integrated graphics for a while to see what happens.
Check all hardware using HP Diagnostics with the GTX 1660 Ti installed. Start the PC. Tap "ESC". Select "F2". run system tests.
Could be a memory problem or the PC is restarting which could be a power supply problem or a power switch problem.
It could be a motherboard problem or an intermittent short caused by a bad component, even bad SATA, or bad USB devices, or high thermals can cause this symptom.
Symptoms don't always correlate to obvious causes (you lose video, it must be the graphics card).
